The country is fucked. The western world is fucked. Advancements in computers and our immigration policies have made low-wage jobs unsupportable.
In 1960, AT&T was the world's largest telecommunications company and had a regulated monopoly. It employed one million people and had annual revenue of $23 billion, adjusted for inflation.
In one quarter of 2014, Apple had revenue of over $70 billion and employed 100,000 people.
What these benefits are are subsidies on workers. They create jobs. The market can't and won't support all of these people working if they have to be paid in 2015 with a 1960 mindset. So the government steps in.
Unskilled workers getting food stamps and energy assistance is the best band-aid for the problem we have. Forcing all companies to pay a living wage shifts the costs off the government's ledger onto their employers, but not all employers are equal. Walmart can absorb having their unskilled labor costs double, because they deal in such huge scale, but small businesses can't. The progressive thing to do would be to continue providing assistance to all low-wage workers, paid for by taxes on the big businesses who make the lion's share of the profits, letting small businesses be competitive and avoid having the government interfere directly in between employers and employees. Just have the government come in after money has settled, collect from the big winners, and keep the system afloat.
Or, you know, you could follow Bernie Sanders and give big corporations a huge advantage while reducing the ability and inclination for anyone to hire anyone.

To make $20/hr you're going to have to work commission based sales, work mid-tier "trades" like construction, machining, automotive tech, computer networking, etc.for a decent employer. Most entry level jobs are low paying or outsourced through staffing agencies which leech off of your pay. I've worked trades before, never made more than $18/hr even as a journeyman painter. The most I made as an auto tech was $15/hr flat rate. I don't really know, there doesn't seem to be a solution. I was really just talking about the problem. We had a big kerfuffle where I live a little while ago because someone wanted to build apartments and the community rose up to block it, so it was on my mind.
I don't really like the government, but I think this is something that only the government can fix. Sort of like a 21st century housing project.
When the Projects were first around, it was the worst kind of people who ended up in them, because they were the ones who couldn't afford real housing. The system as it is now is that certain people can get housing assistance, a kind of voucher program that lets them get housing on the private market. That's loose, though.
I'd rather see the government build housing designed for young professionals and wage workers that isn't designed to turn a profit, just to be sustainable. The cost of building it would be an investment, but without profit as a motivator rents could be lower, and there's no incentive to game the market and drive up rents.
With an investment, we could have reasonably priced housing available in desirable areas, have a built-in audience for public transportation, and people who can't see how they can leave their parents' houses could rent a small apartment for $300 a month and get to where they need to be.
The free market won't build it, because it's not an easy way to profit, but it would at least be sustainable, and it would do a world of good for a lot of people.

In any non-urban area there are virtually no sidewalks and pedestrian travel is difficult. By car I live 8-10 minutes from the business district of my town. In summer with low traffic in daylight and fair weather, it is a 40 minute walk. The traffic is awful and walking along the road is dangerous at best. Doing otherwise would involve crossing private property and neighborhoods which is trespassing iirc. In the winter the land off road becomes impassible due to creeks, gulleys, ice and snow drifts. Do you really think it is reasonable to use "those dangly things". Also my town has no public transit along with many other towns in the midwest and north.
