In case you haven't noticed, Natives (even on reserves) are bound by Canadian law. Canada on basically any map includes the reserves. They don't have their own little nations; they have little pieces of land that are ultimately under Canadian authority and law, and in some specific cases they have special rights that were given to them by agreement.
I'm not a legal expert on Native treaties so I can't say exactly what they are exempt from, but it's not as if they're free from all taxation either.
