I don't know. The theory is that we are approaching some type of singularity event.
Imagine if you will that there are infinite timelines. Every possible thing that could ever happen does. Timelines closer to ours are more similar, those farther away are different (obviously not totally spatial, hard to talk about higher dimensions when our minds can't comprehend them).
The idea being that all, or many of these timelines are approaching an event that is the same as in the others. Nuclear War, or some kind of mass happening.
As the timelines get closer they start to swirl and blend together. All of this is basically inconsequential, but either we're having millions of people remembering things wrong in the same way or there is something else going on.
Some speculate it is mind control. Others speculate it is someone from the future with a time machine who is changing the past.

so I honestly think the first manipulation on the timeline was sometime in the 90s, even possibly during early 2000s.
it makes sense for the timeline to be manipulated around that time as in the late 90s early 2000s there was a lot of events happening that ended up shaping the last decade and a half.
so my bet is that most of us were at least in our late childhood early teens when the first changes started to take place for our generation ( I'm not ruling out shifts had happened previously throughout history, only that to most of us it does not matter, because we were born into a timeline that already had those changes so they would be normal to us )
My vote goes for the time manipulation for our generation in the early 2000s timeframe for whatever exact reason they decided to go back in time ( maybe there was a worse terrorist attack than 9/11 or the outcome was not the desired result, thus repeat, new narrative, etc...
