If you label a proposal "modest" you've already made readers expect intense satire, as in Jonathan Swift. That reference is so fundamental, a straight-forward proposal claiming to be modest really says the writer is an uncultured fool.

People looking to organize a large group (like a church or business) to accept a large group of refugees may propose a plan for approval.
These people are directly responsible for the refugees they take in. Money, health care, everything. Meetings with regional refugee officials are mandatory, with everyone in attendance.
Refugees are given a work permit, but cannot own any part of US companies, land, or patents.
Tax breaks are given the same as donating to any cause.
