The richest people have ways to avoid any taxes you throw at them and if they didn't they'd just leave your country in shambles and move their money to a different country.
The best way to fix the inequality is to lower business taxes, make competition for monopolies and that will take a cut of that pie. The other cut to that pie would be more people working.
Not just more people working on stupid shit the government throws money at for stupid reasons, but more people working on shit that people actually would pay for.
