Because they're bored and don't have jobs. It's not as if we wouldn't give Northern Ireland a referendum. It's just that Sinn Fein would lose it badly AND Ireland doesn't want Northern Ireland back because it's a wasteland of sectarianism and public sector employment after heavy industry died there.
They officially ceased their armed campagin but you still get the odd person making bombs themselves thinking they're in the IRA, holding guns, etc.

Northern Ireland is Protestant majority from British immigration and conversion, Catholic minority from natives. The catholics wanted to be part of Ireland. The protestants wanted to be British. Neither wanted independence (which was on the table). Since they were a minority the Catholics couldn't get what they wanted democratically so groups like the IRA formed and started blowing stuff up. Loyalist paramilitaries also formed to fight them. Both sides killed innocents of the other side. British soldiers tried to keep the peace. Pro-republicans (republicans wanting the join the republic of ireland) were banned from positions of power and media.
Eventually, in 1997, the government came to an agreement that the republicans could enter parliament in a unique voting system designed to be as fair as possible. The paramilitaries of both sides stood down despite being pretty much where they started. The loyalists are still a majority. It's a fragile situation, but the peace has lasted.
Forgive me if my understanding of the situation is oversimplified or inaccurate, I'm not from Northern Ireland and I only know what I've been told.
