I live in Roseburg and the number of people who don't own guns is a tiny minority, and maybe a third have concealed carry permits. Of that population only a few were on campus at the time of the shooting, all of them in different areas and classrooms.
One of the guys in particular commented that if he had been in the building he MAY have attempted to intervene if it had been feasible. Otherwise it can turn into a real clusterfuck and you become a target of the police.

1) Cunts that say "how come gun owners didn't rescue us", don't realize how few people in comparison to the general population actually carry.
2) When I am carrying, that gun is my last ditch defense that I'd use only if there were no other way (hide, barricade, escape). I'm not going terrorist hunting - that's for the professionals. Schools are a very popular gun free zone (Public schools are, anyways. It's up to State Laws and personal choice for private schools).
Most military grounds in the US do not allow civilians or soldiers to carry, either. Post offices are gun free. Some city halls are, as well.
It really varies by state (except for public schools), but I'm trying to paint a picture for you.

Also, carrying inside the purse would be concealed carry, and, without the license required in many states (all but 5), you could face jail for Conceal Carrying without the permit. At bare minimum, you would be facing huge fines if caught (presuming you had the CC permit), but, again, this varies by state (unless you are in a Federal building).
