I think they were not that bad, by both the standards of other white settler governments and certainly by the standards of African governments generally.
Ruthless discrimination on the basis of tribe and race has been endemic to Africa since independence.
While Rhodesia naturally did focus much of its attention on securing the survival and prosperity of the white minority, it can hardly be said to have neglected its black majority which lived more prosperous, more secure lives than virtually any other black population on the continent.
