No no hereditary.
The Roman and Chinese Empires clearly demonstrate hereditary is not a lasting solution. The closest thing to a successful hereditary system is the British Constitutional Monarchy (even then dynastial succession was effectively destroyed through the Glorious Revolution) which is effectively neutered or at least for the last two three hundred years has been progressively neutered in all respects.
This leaves you with Republic and Democracy and we very well know how disastrous the idea of strong men fostering cults of personality in mob rule, resulting in the "constitutional" dismemberment of the Republic in Rome and dooming the Democracy in Athens through military misadventure.
So clearly neither are viable solutions.
Might as well cast lots in a system that cannot be rigged and have a tight vetting and sponsoring process to try and limit the kind of undesirables that can become eligible.
