The issue with AR 500 is that particularly high velocity rounds like certain lots of M193 can defeat the plate. The idea is that civilians should be as helpless and powerless against the government as possible. That's the goal. There's always going to be a velocity/mass that will defeat an armor plate.
The nice thing about AR500 is that it will protect against the vast majority of small arms, and due to being steel instead of ceramic, can take multiple hits without failure while being less prone to accidental breakage, all while being cheaper.
Ultimately what you want to wear depends entirely on what you most expect to be getting shot with. If you know for a fact that the only thing coming your way is ammunition designed to pierce things like AR500 armor, then you'd either want to wear nothing, or something like high quality ceramic that will still protect you.

Basically, body armour is a fucking pain in the ass to wear. Because of this, nobody just wears it around in case they get shot at. It's just not practical. People only put body armour on when they're pretty certain they're going to need it.

You guessed it - criminals. And there have been a couple nasty crimes involving body armour where the cops didn't have the equipment they needed to take the offenders down quickly, and people died because of it. It's a cost benefit thing. They believe there is some benefit to banning it (makes it harder for criminals to get). I agree with the second part, but I disagree with the first part. I don't think there's a significant cost to banning body armour (with exemptions), but nor do I think there's any benefit either because home-made body armour is as simple as a flat piece of steel and a hacksaw. That said, this is such a non-issue in my opinion that I couldn't care less whether it was banned or legal. Some political battles aren't worth fighting no matter what you believe. Would it probably matter on its own in the short term? Would a ban affect that many good guys? Probably not.
