In Sweden there have been so many asylum-fires that the insurance-companies have made insurance upwards to 50x more expensive, effectively stopping new asylum homes if the owner isnt a huge asylum-corporation.
And even if they are, burning it down will remove your problems. I have never heard of an asylum centre being rebuilt into a new asylum centre. The refugees are going somewhere else, 100% of the time.
