The second they begin work, Welfare begins to take large swaths of money from the paycheque and/or caps how much money they're allowed to keep from their work while providing no incentives whatsoever.
So if someone is on Welfare, and they finally get full time employment, they are not given any period of time to 'bank' any money or choose any method of saving and planning. They are essentially punished financially for finding work.
A system which supplements newly employed welfare recipients so that they can become self-sustaining and then get off the system is far better than a system which locks them in place and gives them no incentive to move forward.
There are plenty of people on welfare who would much rather be paying into it than taking out, but the system set in place makes it nearly impossible to escape Welfare without a massive windfall of some sort.
