Sweden and finland are more useful as a gateway between nato countries and the shanghai. Drawing them into the alliance would be a pointlessly antagonizing option for them. Besides, at the moment most NATO states have guaranteed finland and Swedens sovreignity anyway out of principle, so they would actually not gain anything at all from becoming official members.
Same way Belarus is not taken into russian federation, even if its defence and foreign policy alligns with Russia nevertheless. Its useful to have countries that act as intermediaries.
