I didn't know of locked up military buildings, but I do know there were some refueling squadrons that sent out planes over the ocean to dump fuel in order for the squadron to have the same amount of funds available for the next fiscal year. that and the millions wasted with ships sailing into hostile fire pay areas the first or last day of the month for their entire crew to qualify for HFP for the month. same for planes mysteriously breaking down in Iraq on the 30th and being repaired on the 2nd. eventually they fixed it, but the point is, no one gives a shit about government money because everyone thinks it isn't theirs.
