Because you're already lowering the tax rate significantly for rich people and effectively raising it for middle/lower class people. It's lower than what the richest people in the world pay already with all the loopholes in place. 14.5% is higher than most middle class families pay now.
Also, Rand wants to rid of loopholes and certain taxes. Eliminating the payroll tax would be good because that tax hurts middle class people a lot. But it also eliminates the property tax, which rich people would gladly be in favor of. This helps the rich infinitely more than the middle class. Trickle down economics is a dream.
