There is another similar game, when the croupier produces a sum of money, and it's up to 1st player to decide what part of it he cedes to 2nd player, then it's up to him to either accept it (both receive money in proportion determined by first player) or reject (both players get nothing). In this case it's a game of extortion, yes. 1st can insist on giving 2nd player a small sum ("either take this or get nothing"), 2nd can insist on rejecting ("I'd rather screw us both for you being unfair than settle on receving whatever you give me").
But in prisoners dilemma you don't win by telling other player that you're gonna screw him up. Quite the opposite. You only win if they think you're gonna cooperate and they cooperate too (regardless whether you really cooperate or not).
the math has been done on this, and if you are a rational human being, you will select steal every single time. It feels 'wrong', which is why men are against it (Being friends, bros before hoes, etc), and women don't really care because they actually think in a cold, logical way when it comes to getting what they want. It's called "an eye for an eye". But it's only so as long as players don't know which iteration is the last.
