What makes you think it has a bad CoG? To me it looks like CoG is ahead of CoL so it should be aerodynamically stable. Assuming the tail doesn't house anything particularly heavy.
It might be too far ahead in fact, but if that's the case he'll nose into the dirt on takeoff. Also how much power do you think he needs? It's unlikely that plane weighs in more than about 600kg, so he'll be more than fine as long as he has between 60-80 HP.

The problem I saw with the last nigger that built a plane was that he didn't understand how crucial weight is, and if they don't understand this, they don't understand the equation of lift. I remember the video of 10 men struggling to lift the wings into the trailer.
