Each generation , under the protection of the empire, loses understanding of the effort required to maintain the empire. What we label as degeneracy and decadence is really putting our individual wants ahead of the collective need. People forget the challenges of life that brought them together in the first place. Once a certain point is reached, there becomes no desire to help thy neighbour. Once people forgot why they built the empire in the first place it's easier to destroy it.
Look at today, we didn't build our countries up, we were born into them. People are now fighting for what they want, they want to build their own empire at the cost of what it is that makes them able to do just that
There was apparently massive depopulation over the later Roman period, especially in the West - more and more land was left fallow, probably due to plagues due to the extensive trade networks. We think of a successful empire and assume it must grow in hugely in population, but seems it wasn't the case. Part of the explanation anyway.
