It's spam site from a online marketer that is active since almost a year.
That script was sold on blackhat sites for something like $15.
It pulls content from 4chan, runs it trough a word filter, than scraps and creates user profiles from twitter including their profile pics to assigne them to a poster ID and finally spam it to the page.
It is usually used to jumpstart fresh forums but this guy is using it to perma spam his shit.
