It was when money was actually something of worth instead of just a token. If you find old banknotes they have how it's merely a certificate in lieu of gold (this was more prevalent during the great depression) and how those notes could be immediately swapped back for gold once the recession was over with. Naturally all they did was phase out the wording until you had swapped your nice shiny gold that has a practical means and purpose for a literal piece of paper worth less than the denomination printed on it. I think someone was behind it but I can't for the life of me think who could be this greedy.
