Depends on the area. Control theory and DSP are more vested in mathematics than other areas. Microelectronics, optoelectronics, electronic materials, and digital/analog circuits are less tied to mathematics than someone dealing in mathematical physics (naturally). They're more experimental, so it makes sense. Device physics must follow from solid state physics, of course, so there's more of a push to model device phenomena and explain the physics rather than to develop completely new physics. Science is a means of developing a model to explain, and more importantly, predict the outcome of some natural phenomena. Human behavior is a natural phenomena, last time I checked, so it falls under that realm. The goal would be to develop statistical relationships, meaning that by their very nature aren't always correct, but have a high confidence level in them accurately explaining some aspect of behavior. Digging deeper down to find the biological explanation for that behavior is the next step.
So yeah, tl;dr, it makes sense to try and analyze and explain behavioral patterns through science because that is the best tool we have to do so pragmatically.
