Do you know why they are run down in the first place? Because after Ceausescu was put down and borders were open there was a mass 'exodus' of people leaving Romania for a better country.
Small towns and villages remained frozen in time, never evolving while bigger cities picked up the pieces and started rebuilding.
While a lot of Soviet block building remain and cannot be demolished, making the areas around the center towards outskirts of cities look like a mess most of the time, there are cities and mayors in this country that are doing their damn best to fix the image.
Repainting the old soviet blocks, building new houses, extending the city edges with more and newer buildings and so on.
