If you leave it to governments, it will always stay expensive and always be restricted.
If you put it to private industry, it's more open to innovation and cost cutting (with safety regulations, that doesn't always mean replace heavy glass windows with plastic wrap).
The latter makes it cheaper, the former in the beginning provides the base to build from.

Government does the dangerous unprofitable frontier work, private industry comes in once things are somewhat safe and profitable.

Private industry still benefits from government space programs anyway. All NASA does is research and administration. The actual building of spacecraft is contracted out to private companies.
