It's my understanding that it's a "shades of grey" kind of thing. The Sith were sometimes good rulers and often ingenious scientists/alchemists. At least in the expanded universe, Darth Sidious' claims to Aniken about a Sith conquering death were completely true.
However, one of their defining traits is a lust for power, most will do nearly anything to gain it. The Sith love power so much that one Sith lord is considered notable solely because he was content to own a successful business and die peacefully surrounded by his loved ones. I would say that while there are of course anomalies, people who seek power simply for the purpose of possessing it, or indeed who seek any sort of dominion over others, are rarely good rulers.

I have respect for Palpatine for what he achieved - bringing down the entire Jedi order and taking complete power for himself.
The Jedi had a weird philosophy - no love, no emotions - which in some ways makes them evil.
But Lucas was too much of a goon to properly explore this and he couldn't resist turning the Sith into a caricature of evil (Palpatine literally cackles with insane laughter as well as being physically deformed).
So it is all a bit of a mess.
