Big businesses are very existent, they just become symbiotic with the government. Fascism supported small businesses in the 1930s because they employed a very large portion of the population of fascist countries and those states depended on popular favor to retain power.

Ok this one is easy to illustrate with simplicity. One major reason why fascism isn't the best form of government is due to the fact that a all the decisions rest on a few individuals or in some cases a single dictator such as in the case of italy benito. As a result, the strength of the government is only as strong as the head of state and no one is perfect.
