While total privatization of land is the end goal (allowing privately owned communities to bar Mexicans from the roads, food, and water supplies), the state, as long as it owns land, should run that land according to the wishes of the people who would most likely own it if it were private -- the locals. Some communities would be accepting of multiculturalism, but they wouldn't be able to force it on everyone else.
