I'm pretty sure it's all cyclical. Nationalism has been suppressed in Europe since WW2. The shadow of the Soviet Union and the fear of becoming America's slave encouraged Euro to ban together. Now that the USSR collapsed and the US is showing so cracks in its armor, Euro has weaker reasons for collectivism at the expense of individual interest.
