Russia could draft 46,000,000 soldiers if they wanted, which, while logistically troublesome, wouldn't be so logistically troublesome because Ukraine and Georgia literal border Russia, and don't have armies near that size. The only real problem would be feeding the troops, which Russia could probably do, having lots of farmland in the western area of Russia
