How rare are alaskan and hawaiian numberplates on the mainland US?

I see alaskan plates in cali every now and then. The train can take cars throughout western US. I've never seen a Hawaiian one.
I've seen a few UK plates too. One had diplomatic plates. Some folks have their steering wheel on the right hand side too, I don't think it's against the law here
