Why do conservatives claim to want small government when they're always demanding more wars, more military spending, more incarceration, more border policing, more deportations, etc?

Because conservatives want more power and authority just like any other leader and so they twist their narrative to sorta vaguely fit the idea if not the reality of "less government" by strategically relocating assets away from social services into their authority.

Liberals and their friends get all their money from educational institutions. As long as they are not in office, they are teachers etc. so they want to expand that part of government.

Not all conservatives agree on this. Some think big government is fine as long as it only gets bigger through defense spending, as opposed to welfare-state spending.
Most conservatives borrowed the "small government" meme from Libertardians back in the 1980s. They aren't committed to it in an ideological way, only because it seems like a good tactic against democrats.

Calls for smaller government are just to get people to vote for them. Both sides have low information voters and both sides get shills elected who say one thing, then do another. I could ask why people who hated Bush support the bombing and droning done by Obama, and the answer would be the same.
