The only record we have of government created religions are those of secular atheist states such as Jacobin France and Communist Russia. So it's seems more like religion is something that must be forced out of people, not encouraged, which needs no encouragement since people readily and naturally believe (for good reason) in God.
Religion is not necessary for moral behavior, otherwise atheists would be committing more crimes than religious folk.
Religions primary evolutionary function is to explain seemingly unexplainable events (god of the gaps, agency seeking). Going off that, religion is also a psychological self preservation function, the looming idea of death and it's inevitability makes people do some mental gymnastics, especially centuries ago. Then those mentalities get passed along as it becomes ingrained in culture.

Religion (Specifically Christianity in this example) worked wonders in helping build literacy levels in medieval Europe, this increase in literacy spurred advances that enabled us to move from beings serfs in terrible conditions to the comfortable state we have now. So it's not all bad.
