Congress has ever right to not legislate. That is a power that Congress purposefully has. The President doesn't get to just override that.

If you don't like it when Congress uses that legitimate power, then you should vote for Congressional candidates that want to legislate more. If your guy doesn't win, then oh well.

Section 8 does nothing of the sort. It merely enumerates the delegated powers of Congress. It does not say or imply that Congress MUST exercise those powers.

Slavery wasn't mentioned, much less sanctioned or condemned, in the original Constitution. I can only assume you're referring to the 3/5ths Clause, which is not in Section 8.

And no, you're simply wrong. It is not implied anywhere in the Constitution that Congress must exercizing its powers. That would defeat the whole purpose of delegating those powers in the first place.

Nor does payment of Congress (itself not even mandatory -- Congress could eliminate all Congressional pay if they wanted to) imply that Congress has to enact legislation. Congress is elected to do the will of the people. If the people want obstructionism, that is a perfectly legitimate course to pursue. That is, in fact, precisely why Congress was given the power of the purse. To obstruct the other branches when need be.

Your understanding of the Constitution is novel and completely anti-constitutional.

The POTUS does not dictate or declare laws or policy. Congress, that is, the elected representatives, selected from the population whom, from them, expect and demand they represent their rights for what they where elected to do so.

POTUS was never meant to override all other elected government bodies simply based on popularity or ideology but the law and law alone.
