The whole human or not, or species, or race, is just distracting semantics. Biologists already have a hard time defining these things in animals, where there is no politics involved.
There are groups of people, call them the same species, one race, whatever, that have genetic and phenotypical differences. Some of these groups can't into civilization. We have Neanderthal DNA. This DNA may or may not relate to intelligence. Neanderthals have bigger average brain size. Most modern races with Neanderthal DNA also have bigger brain size than those who don't. On the other hand, it is very plausible that Neanderthal DNA only gave us advantages in dealing with a colder climate or diseases for example. Some other groups have other archaic human admixture. Southeast Asians and Pacific Islanders have Denisovan DNA. It doesn't seem to have made them smarter, but it could have improved their fitness in ancient times for completely different reasons.
