Tony Stark did never hide his identity and is not a drug enhanced superfreak created to give something to believe in to american soldiers, and it is true that superpowers might be dangerous to the public, maybe not in an Avengers let's fight Aliens kind of way, but more in a Defenders let's fight drug dealers and Child Abusers kind of way.
So the Superhuman Registration Act is the best idea ever. And Tony endorsing it is even better, he at least understood that if you want to live in a healthy, protecting and safe society you have to make a small sacrifice.
