I am personally of the opinion that it is okay, because I don't really think words should be "banned" because they are "offensive" to some people in general. Also, a bunch of words in english are derived from actual disabled people, like dumb (mute) and lame (unable to walk/move)

Ultimately it's the underlying idea of retardation that people dislike. Everytime you change the term used to refer to it, that term will take on a negative connotation. Hell, retard itself was originally used as a nice replacement for older terms.

1. It depersonalizes someone. It's the same as saying "a cripple" or "a black" or even "a cancer patient" as if that single characteristic is the only feature of their personality.
2. Retarded is virtually never used in the clinical context anymore, merely as an insult. It started as a clinical term, but it isn't anymore. Language changes, get used to it.
The best way to remember what language to use is to put the "person" first. "A person with a mental disability."
