If you want to study here avoid AT ALL COSTS going to a public school, we have the best colleges in STEM but our high schools are as good. Go to Capital Federal, there you will find the best high-schools in South America (as long as they are private)
I don't know a lot about Chile but their Spanish is really fucked and if you are just learning Chile is the worst option

Really low exigence, a lot of people could barely do first grade algebra, and one thing that was really sad was a I knew more Spanish history than the students. The level was not big either, in biology they never taught what ATP is or how it is produced, the concept of thermodynamics was extremely simplified, didn't apply chemistry/reactions(yes, they were seeing thermodynamics in last year); I could go on and on but I'm really tired. at the end since it was the last year we had 50% of the it doing literally nothing, teachers gave us a shit ton of free time.
I used my free time to prepare for med school so it wasn't lost time

I am tied between Spain and Argentina, Spain I have friends in, but Argentina peaks my interest for curiosity reasons (never been to SA or southern hemi for example)
Costa Rica is an option because my university has a good program with CR.

College is really good in Buenos Aires and some other parts of the center. We have some of the best Med schools IN THE WORLD and stem is not bad at all. Psychology and other social "sciences" also have world wide recognizing
I heard really bad things about Spain universities and my experience with high school was extremely bad; but please don't take my word as a fact and investigate about both of them, I might be missing something about Spain
