My city's snow plow drivers are lazy assholes who are never there when you need them. I would much rather pay for private snow removal from a reputable company.

In such a situation, members of local communities sacrifice part of their profits to supply useful services for those around them, but the federal government does this as little as possible.
This works best when there's nothing in the way of businesses and local governments discriminating. People who live in the same community are more likely to have things in common and want to provide services for each other, and those who are rejected can move to a community that is more supportive of them.
This doesn't work currently because of a combination of applying federal restrictions to local governments and not allowing businesses to discriminate upon who they serve.
