To effectively remove them, it will take a very significant economic cost of stationing real troops in the area. So much in fact (not to mention the negative publicity for directly invading Syria which is used as a proxy war state) that it's just not worth it. Weakening them is possible thru airstrikes and whatnot, so we're doing that. Might even make them disband this way eventually. But to effectively stop them right now it's not gonna do that.
