That's my feelings. Given the distance between him and the cops, and given that he was standing out in the middle of an empty street, I see no reason to shoot.
And after he was already down, there was no reason to shoot him more. Yes, he had a knife in his hand, but there was no way he was going to get back up and charge them. They would have known by his body language that he had been hit and wasn't getting back up.
