The only thing preventing a signal cartridges from being an actual firearm round is the projectile.
Buy some fishing weights, and melt them down. Cast some bullets in fine sand. You might only have one shot, but it's better than none.

Blanks for gas pistols are readily available, if they can be modified to propel lead projectiles it would be the best bet.
Air guns are fine, I've had an air rifle since I was 7, and I'm very good with, but it would be a pain in the ass to try and make it fire real ammo.

And why the fuck would you ever cast bullets in sand? And there is more to making bullets than just casting them, sizing them for example to make sure they fit in the barrel of the gun you're firing, and this is with bullets cast from actual molds, not your bullshit investment casting method.
