At some point a couple of decades ago, the government decided to re-define "mental illness" to be quite a bit more strict.
This caused a lot of people who were being taken care of (many of whom were vets) to stop being taken care of. These people need help to be stable and keep a roof over their head, and we are no longer helping them. We can afford to give free shit to moderate women and children from Syria though :^)
Oh, I should add though that some "homeless" people aren't homeless and are actually scam artists. Some people actually make pretty good money after it. Don't let this distract you from how horribly we have failed some of our vets, though.

Back in the 60's and 70's basically all of the military was on some kind of drug abuse, then the military introduced zero tolerance and just threw a bunch of people out. Their drug problem never went away though so they end up homeless as every scrap of money they make goes to their drugs and they can't really keep jobs because of their addiction.
Kind of a catch 22 though, as even if you try to set these people back up all they'll end up doing liquidating anything you give them to spend on more drugs.

It's brutal because all portions of the US military branches offer a tuition assitance of roughly 4500 plus another 4500 to go towards a certificate as a once and a lifetime offer. Unfortunately taking advantage of an education is almost zilch when you're deployed for most of your enlistment into shithole territories where theres no internet or no education center to pursue anything.

Because the military encourages the enlisted to be as dysfunctional as possible, that they will not be able to be anywhere but in the military.
Also, because of the way society has glorified its volunteer soldiers since '01, many veterans suffer from Special Snowflake Syndrome, and think they're entitled to a free ride. Then they end up homeless, and onstead of checking into a shelter and going through the DSS for support getting back on their feet, they stand on the corner, wave little flags and expect a handout.
Furthermore, given the economic realities of the US, the Military is often a last refuge for the dregs of society. I left the Navy in '99, but even then respectable people were few and far between in the service. It has most likely worsened, given the general decline in Americans' standards of behaviour over the past two decades--not that standards were high to begin with.
Add to this the very real problems of PTSD and other very real service related medical issues--both physical and mental.
Tl;dr: the US is a fucked-up place and the military is the epitome of its fucked-upness.

I didn't really have the time or money, odd as that sounds. I was in a constant scramble just to find any kind of work and stay off the streets. If a person in the United States is legitimately homeless, and willing to sober up, they can get shelter, food, and healthcare.
The people that are actually homeless and sleeping outside are there because they refuse to sober up or live within certain guidelines. Almost every one of these people have been kicked out of every homeless shelter in town multiple times, or refuse to sober up to get admitted.
I volunteer with them regularly. A lot of them are happy, they panhandle for drugs and alcohol and stay high or drunk.
