Nukes are not going to happen. The whole concept of nuclear deterrence is jeopardized once nukes are widely used. Plus, way more countries would go nuclear themselves in that case.
No, just start putting those Tu-160 to use. Real use, not just launching cruise missiles. Carpet bombing would be sufficient to turn the city into a spacious desert parking lot, nukes would be overkill.
