1.That has been done before and was not recognized by other nations and eventually the british stepped in. Plus if someone sells the platform its not producing anymore so you need a different income for something as high maintainance as a rig.
2.Garbage recycling is only profitable because you are paid for it and most is illegaly discarded. Recycling itself is financially not viable as it takes more energy than it produces. Repairing garbage wont always work and its usually outdated anyway. Plankton farms could at best supplement but not replace food import. Wind turbines arent efficient and only work 15% of the time. Most effective if at all possible would be waving generators in a current like the gulf stream but makes maintainance difficult.
