There's a misconception about this. Yes, in Mexico there's more violence than before but 95% of deaths are between cartels, police and soldiers and the other 5% are collateral deaths. Now, with the oil refineries, some are failing because of bad management, old equipment and infrastructures, and low budget from the government.
