Also, Kempele has a bunch of Laestadians, and Sipilä happens to be one too. Laestadianism is a small Lutheran branch of Christianity. They're more conservative and religious than normal Finns (no sex before marriage, no contraceptives, get a lot of kids, that sort of stuff). It's totally possible the girl might've been a Laestadian, and maybe had parents or other relatives that knew Sipilä. That could explain why he's calling an emergency meeting because of a single crime, and despite the fact that they never had such a meeting over any other situation that was caused by the migrant crisis.
