I was a lifeguard in college. Usually I just watched old alumni and faculty swim laps in the morning before class. One day, the whole navy ROTC recruitment class was waiting for the pool to open in the morning. It was a predominantly white private school, so there were only 3 or 4 black guys. Each recruit was required to swim the length of the pool (25 yards) as a partial physical requirement for the navy. The white kids immediately jump in and swim down and get out. After pushing off the bottom in a serious of hops and grabs on the wall, they all finally made it to the end, but not one of them could be said to have swum the distance. I think it's a bit of both.
Swimming is seen as quite a middle-class activity, on the same level as tennis. Blacks being who they are, are generally a lot poorer and don't have access to these facilities, or care about extracurriculars other than commiting crimes, so they never bother to learn or figure it out.
Then they get to an age where they learn about the blacks can't swim stereotype and becaus they never learned, they believe it themselves as a form of self-reinforcement.
Genetics obviously has a factor, but it does not make them completely unable to swim, it just means that they're not adapted for elite level swimming. A couple of years ago, an NBA player learned how to swim because his kids could swim better than he could. He wasn't great at it, but he learned the basics well enough.

The fact that you have to pay every time to access a pool means that certain social classes avoid it like the plague, even if it's only £2 per session, people are still averse to spending money, especially blacks.
