Three things stand out.

Take them to International Crimes Court and demand restitution. This is most likely to happen

Place an embargo or restrictions such as a no fly zone on Turkey's border. Not likely to happen but still a possibility.

Force Obama's hand, his puppet Erdogan steps down, Assad gets to stay in place. Unlikely and we will never know about it till the dust settles. If anyone doesn't yet think this is the cold war talked about in "The Next 100 Years", I highly suggest you read a book.

2. Embargoing fossil fuels when there's an enormous worldwide supply and low demand would be worse for the Russians than the Turks. And I suppose they could stop flights into Turkey from the north (which is entirely Russian) but they just don't have the muscle to shut down Turkish airspace. Nor would they have the balls to attempt that on a NATO member.

3. Yes, it's ridiculously unlikely that Putin could create regime change in Turkey.

The main question is whether the jet was downed by a F16 or from the rebels on the ground.

At least Turkey will be boycotted by Russian tourists and that's a big revenue sector for Turkey. You can also expect economic sanctions from Russia. There is a joint pipeline called "Blue Stream". You have to observe what happens with it.
