Here's my view on rare flags:
Ultra rare = Pitcairn.
Isolated, very small population, unreliable Internet.
Very rare: Central Africa and active war zones.
Combination of unreliable infrastructure and generally speaking, people who can afford a computer and Internet aren't in these places to fuck around on 4chan.
Rare: most small island nations fall into this category.
