My thoughts on shooting from OP article.
However, my understanding from OP article is that the suspect was shot and then shot while on the ground. And that last bit doesn't make sense. i wouldn't ask a cop to try and disarm someone who had a knife. If it is worth shooting then it worth shooting with intent to kill. But once they hit the ground I don't think you stand over them and shoot, which is what the video describes. Not if they have a knife.

True, but just because someone has a gun or a knife doesn't mean they are automatically going to kill someone. If someone is attacking a cop or anyone for that matter with a gun or a knife by all means do what you have to do to stop them. That is completely different than putting yourself in a situation where you are aggressively confronting someone who is having some sort of mental breakdown. Perhaps I am confusing this with another video I saw, but the video I remember showed the cop on the side of the car, as the card was stopped. Then the driver started the car and attempted to flee in the car. The cop told him to stop and when he didn't he shot the driver despite the fact that the cop wasn't in risk of getting run over by the car nor was anyone else in immediate danger. I didn't see the cop being dragged.
I will agree with you that the cop was stuck to the car, or the driver was holding the cop and attempted to drive away and was being dragged the cop would have been justified in shooting the driver.
If it was a case where the cop was trying to hold onto the criminal and was being dragged by virtue of him continuing to hold onto the person I'm not certain it is justified. I won't say my mind is completely made up on the fact but if the cop could have avoided being dragged merely by letting go, I think he should have done that.

Case in point, in my town there was a former lawyer who was schizophrenic and his family called the police to go in and check on him. The cops show up basically break into his how, this guy not knowing what was going on hid behind a couch with a knife, pop'ed up and the police shot and killed him. I agree with what you are saying in general. Shooting to stop the threat means a few things. Like, if you shoot someone and you're like "I'm gonna take out their knee" then defense attorneys will be all like "well you didn't feel in danger enough to go for a kill, so how can you say you thought your life was threatened." I've heard that before. And yes, I've seen videos-- where the perp has a gun-- and they get shot a few times, go down, and are still ambulatory enough that they might get their gun and aim. I don't know about what lawyers say for civies, but cops shouldn't be killing people so they aren't sued. That's a terrible argument for cops or for anyone to make on cops behalf.
