Yup, in the expanded universe (which officially is all entirely non-canon now) The empire was so heavy handed because they knew they had a limited amount of time to try to whip the entire galaxy into fighting shape before an extra-galactic invasion finally arrived. The rebellion succeeding was actually a catastrophe for the galaxy.

Not in what used to be the EU. Han and Leia's son (the one that didn't die) became a Sith Lord, rejecting the Jedi, to try and save the galaxy.
